Czars - a New Form of Government

The government of the United States was designed and ratified over 225 years ago with three distinct branches and a system of checks and balances to keep any one branch from becoming more powerful than the other two. It served its citizenry well, until the election of Barack Obama, who appoints "Czars" to supervise and wield unchecked authority over one sector of American life and they work in obscurity, anonymity and without transparency, even from the "fourth estate", the once-independent press. Which of Obama's "Czars" are important, which do a good job and which should be discontinued?

Star Rating Scale: 1 = Waste of time, money and space / 2 = Unimportant, but not horrible / 3 = Might be worthwhile / 4 = Important but not vital / 5 = Why didn't the FF think of it?
