Poor kid.  "Garrette, Garette, has a tiny carrot!"

A little better than Garrotte, at least.

Garret or Garrett would probably be a much better choice.

I think Garette would suit good for both male and female

If you changed the spelling to Garrotte, you would have a nice,violent name. However, Garette sounds prissy to me.
