Sun Jan 24 2010Campbell has a 2.5% local income tax rate. The major industry is pallet recycling. There is located in Campbell a facility that buys used pallets for a few dollars apiece. The people gathering and bringing the pallets to Campbell can best be described as vagrants who own pickup trucks. An aluminum extrusion plant also operates in Campbell, and for the most part pays sweatshop wages. Most of Campbell's industrial land is located south of the CSX railroad tracks, and no bridge or surface crossing exists for access. You have to leave Campbell and go through either Struthers or Youngstown to access the largely vacant property. A public housing project, the Michael Kirwan Homes, is filled with drugs and thugs. The city wants YMHA, the metro housing authority, to demolish the projects and move the tenants elsewhere. There are many abandoned houses and buildings. Tue Nov 10 2009Campbell gets the overflow of people from Youngstown . Cheap housing along with many drug dealers make it an excellent place to live . Law enforcement that is very tolerant underscores the desirability to live here .
