Neon is a very useful element but is rare on earth. It is abundant in the universe but because it is lighter than air escaped into space when the world was new similar to helium today. Under natural conditions, neon will not form a compound with other elements since it is an inert element.

Each atom has protons and electrons. Most also have neutrons, but that is irrelevant to this note.

Nature has a tendency to form complete rings of electrons around atoms and this is the reason for a compound.

The first complete ring for an atom has two electrons. The next complete ring has eight electrons and so on although the number goes up as the atom gets larger.

Hydrogen has one electron and one proton, and it readily forms compounds with other elements to fill in the first ring and make two electrons. Helium, with two electrons, and two protons is an inert element and in nature does not form a compound.

Fluorine with nine electrons and nine protons is an extremely active element and forms compounds with many other elements to form the second eighth complete ring.

Neon has ten protons and ten electrons in the two rings of electrons that I mention, 2 in the first and 8 in the second. It forms no compounds in nature.

The next element is sodium with eleven protons and electrons which is extremely active.

The next inert element is Argon, used in light bulbs, with eighteen protons and eighteen electrons. The electrons are arranged 2, 8, 8, and the element has a complete quota of electrons and does not form compounds in nature.

Two or more elements compound together to give each other complete rings of electrons.

Krypton, the next inert element breaks the mold a little as its shell is 2,8,18,8, but as you can see the other ring has eight electrons.
