I like the Joan Baez version of this song the best, I guess. I went to a Joan concert a couple of years ago (yes, I admit this anachronism) and she could still knock them out with this song.

Dylan at his hard, savage and cynical best.

Dylan frequently uses "rain" as a metaphor for violence in his songs, and this is no exception.
