It hurts people by being very hot when exposed to air, and quite sticky, especially when mixed with jellied gasoline (think napalm). Anyways, chemical weapons bans, like most pacts, are completed by some, acknowledged by more, ignored by others, and violated by a select few. They have a limited effectiveness.
