This has been attributed to Dan Quayle, Al Gore, Bill Clinton, and George W. Bush (possible others). It's true origin is that it was invented by a comedian as something Dan Quayle might have said. It's sad that people would actually believe Bill Clinton, the only president who was a Rhodes scholar, would say this. It points to the ignorance that accompanies prejudice. Not even worth the lowest rating of 1.

You've failed to succeed in correctly naming the author of this quote, Dan Quayle. Clinton is a states man and rarely made this kind of blunder. I give it a 1 because it's not true. This quote has been credited to several different people, from both Clintons to Quayle to President Bush. I have no idea if anyone really did say it, but I have a feeling it was probably from something like Saturday Night Live.
