I dunno. Where I live, rain seems to come in two varieties: an endless dreary rain out of a drab sky that goes on for days and grows mildew on you; or a cold needle pointed drizzle that finds all the failure points in your clothing. I'll give three stars for the romantic notion of getting caught in sudden tropical rain fall on a warm summer afternoon, but I wouldn't call the kind of rain I see at home inducive to romance.

I love the smell of rain in the air, especially on a warm summers day. However, here the rain tends to come down with a force of a monsoon, accompanied with a lot of lightening. I guess it could be romantic if you made a mad dash inside and dried each other off with towels, but by then I would be laughing too hard.
