As a tenant of parliament, I was very pleased on the condition of the apartment I was renting. Although the building isn't in top shape, it looks great for having a maintainance staff consisting of one person maintaining approximately 70 to 80 apartments. The maintainance is awesome and attentive. I can't say the same about the office staff however, they were rude and would hurry me off the phone. They were unwilling to listen to my valid complaints dismissing it with a "we will take care of it" attitude and never did anything to solve the issue. The maintainance person Andy has his personal home phone available and he gave me the attention that the office staff wouldn't. Whenever I needed something I would call his home first because he was professional and would listen to what I had to say then do what he could to help. I would call the office as a last resort because I didnt want to deal with the rudeness and lack of professionalism. The parking situation was terrible and they woul... Read more

After reading all the reviews here I had to put my two cents in as well. Parliament is HORRIBLE. If I could give this disgusting company a negative star, I would! Like others, I got some horrible leaks in my apartment after it rained. Its been two weeks and nobody has come to fix them despite the fact I call them EVERY day. EVERY day I speak to the same woman who assures me it will get fixed because its "in their budget this year". In their budget!? There are cracks all over the apartment, and the best part is that the leaks happened last year (the people I am subletting from finally told me this) and all they did was paint over it! The whole apartment is just a mess. Now, granted the supers are very nice people, but they can only fix small things like a leaking toliet, not a roof problem. I had read all these reviews about Parliament but my sublessors acted like they were amazing and fixed any problem they had over the past few years so I decided to dismiss all the negative reviews. ... I wanted to live alone in a one-bedroom apartment in Evanston that would be close to Northwestern and downtown but under $1500/month, so after looking at numerous apartments, came to decision to live at 1125 Davis. The apartment seemed clean and very spacious, the kitchen needed remodeling and I decided to go for it under the condition the kitchen gets updated. First of all, they promised they'll put in a dishwasher before I submitted an application, and I personally heard the main engineer saying the dishwasher will be there, only to be informed later on I could have it at $35/month (which was never mentioned before). I did get a new kitchen (once I was already in the apartment), but it was so poorly done I had 4 electric sockets, 1 for the stove, 1 for the fridge and 1 didn't work, the cupboards are falling apart, they left them dusty etc. The building itself was dirty and seemed in a bad condition, the laundry room is horrible... But wait for the best part. I received in April notif... Read more

I live in a Parliament building in Evanston near Northwestern. Parliament gave me new floors, a new kitchen, and a new bathroom. They fixed everything I asked them to. They even fixed things I hadn't noticed! My building is beautiful and my building engineers are sweet. I could not be happier. You just need to alert the office to any problems, as they have a very high volume of renters and sometimes seem to overlook things. Also, if you live in a student building they're probably used to people trashing it so they may just figure it's in good condition for your next rager. If you're patient and cooperative and speak with them they will go above and beyond for you! Be sure to ask for repainting and housekeeping if that's what you want when you move in. You have to take these reviews with a grain of salt. People tend to write bad reviews, they just don't take time if they had a good experience.

Security is extremely poor. There were many break ins in the building I was in and no one ever seemed to worry about it. The security doors are not invincible. One day I was sitting on the couch and people actually came in and stole a bike out of the hallway while I was sitting on the other side of the door. They walked right through the security door and into the vestibule. I could not believe it. It was during the afternoon!!!!!! The manager is a pain. This is a building that should be avoided at all costs. No matter how long you live here they treat you like an idiot. The rent is way too high for what you receive. Do yourself a favor and forget getting an apartment here. If anything happens to you while you live here they will take no responsibility.

Lived here for sometime and I found the management to be very disagreeable. The fact that I was a long term tenant made no difference. I don't recommend these apartment buildings. I never felt like they had good security, so I never felt safe. A coat of paint is the solution for everything. When I moved in I had nails in my walls from the previous tenant and they were never removed instead they painted over them and left them in the wall sticking out about two inches. The floors were saggy and scratched. The hallways smelled and needed to be aired out. Management treats you as if they are doing you a favor by letting you rent from them instead of realizing that they need good tenants.

I hate Parliament Enterprises !!!!! The staff is rude and uncouth and not helpful at all. I can't wait to move out of this apartment - I've had a horrible time living here for a number of reasons:- - The building suffers from a state of neglect - It's dirty and moldy (Parliament's solution to everything is a coat of paint, sometimes not even that) - The plumbing in the building is faulty (it takes me half an hour to fill a glass of water) - There's no one to turn to if I'm experiencing a problem with my apartment. I?d be better of resolving the problem myself, rather than depending on the mgt staff/maintenance staff. Steer clear of Parliament buildings, you'll regret moving in.

AS A LEASING AGENT FOR A LOCATOR SERVICE THAT'S BEEN IN BUSINESS FOR 20 YEARS.. PARLIAMENT STANDS OUT IN COUNTLESS WAYS. 1ST AND FOREMOST LEO "THE BUILDING ENGINEER" IS SPECTACULAR, WHICH IS WHY I CALL HIM "SUPER LEO". HE TAKES THE PROSPETIVE TENANT THRU A FULL FLEDGED TOUR OF THE ENTIRE PROPERTY, INCLUDING THE LAUNDRY FACILITIES AND THE STORAGE LOCKERS. HE'S EVEN BEEN SO HELPFUL TO PULL OUT THE OLD PICTURES BEFORE THE PROPERTIES WERE RENOVATED, WHICH GIVES THE TENANT AN OPPORTUNITY TO REALLY VISUALIZE THE UNITS. THE COMMON GROUNDS AS WELL AS THE APARTMENTS ARE IN PHENOMINAL CONDITION, AND SHOW SO WELL THAT I ALWAYS BRING THEM TO THE PARLIAMENT BUILDINGS FIRST. 100% OF THE INDIVIDUALS THAT I'VE TAKEN TO THE BUILDINGS FOR SHOWINGS HAVE COMMENTED ON THE PROFESSIONALISM, QUALITY, BUT MOST IMPORTANTLY THE TIME AND CARE THAT "SUPER LEO" SPENT TO ENSURE THAT THEY WERE FULLY INFORMED. LEO EVEN WENT AS FAR AS TAKING THE CUSTOMER THRU THE BACK ENTRANCE OF ONE OF THE BUILDINGS THAT STOOD NEX... Read more

Avoid renting from any of Parliament's buildings in Chicago. They consistenty neglect maintenance of their buildings, they are rude when you call to report ongoing issues that they claim to have fixed. Specifically, the building at 516 W Briar Place, Chicago, IL 60657 has had ongoing water issues. When it rains outside, it rains in your apartment. It has happened for years and has happened to everyone on the top floor, as well as floors below. It leaks from the ceilings, it leaks from the walls, and it leaks from the floors. Parliament refuses to fix the roof and treats the tenants with disrespect when reporting the problem and insults our intelligence each time by telling us the problem is fixed. The constant water running through the walls, etc only breads mold, which is a serious health issue, not to mention a violation of the landlord/tenant agreement. In addition to the ongoing water/leakage issues, there is just overall neglect of the building. Two weeks ago, the power w... Read more

The office staff at Parliament Enterprises is disgusting. They are rude, disrespectful, and helpful once they have finished degrading you. They misplace papers and fail to complete contracts correctly. In my mind, they are unprofessional and incompetent. In a customer-oriented marketplace that appreciates courtesy and organization, this company fails miserably. Perhaps the office staff is a reflection of the owners of the company. If you look on Chicago website for the agency that monitors businesses and business practices, you will find the owner's name and telephone number to lodge further complaints. Below is a sample of the bureau's evaluation of Parliament: "Based on [our] files, this company has a satisfactory record [Our] Definition: satisfactory record - A business identified . . . been in business for at least one year, and has voluntarily provided the Bureau with all information requested about the business and its product or service. I have never been so revolted by the staff of ANY organization's office as that of Parliament. Specifically the office staff person responsible for parking and other such related matters is extremely unhelpful, degrading, spiteful, annoying, uncompromising and unwilling to work with you for ANY reason. I award Parliament Enterprises an astounding Negative Ten for Customer Service and will henceforth never rent another property from them again. The only reason I chose not to take legal action is because I am only living in one of their properties for 3 months. Below is detailed just one of the incidences I have encountered during my 3 month stay: - They had our subletter's car towed, even though she was paying for the spot and was justified in parking there. - Blacklisted our subletter's car (took down state and license number and stated she was NEVER to park in a parliament-owned spot again, or she would be towed again). Also reported the sticker number to the towing company and ... Read more

This company is trying to rip people off. Do not live in their properties. You will be completely ripped off, the maintenance is HORRIBLE, the vermin are rampant, and they will find a way to not give you most of your security deposit back. Do not live in a Parliament property.

Problems as of January 07. Kitchen sink backup - caused black disgusting water to overflow in my kitchen. Water streaming out of the ceiling eventually turned to mold because it took over a month for anyone to show up at my apartment. Rodent caught in kitchen after dining on a bag of bread. Hmmm, this all sounds like a public health issue now. Wow- what a deal for nearly $1000 a month this can all be yours too!

I completely agree with everyone here...the office staff is terribly RUDE. I have been a tenant for 5 years and have NEVER spoken with a friendly person when I've called. It's hard to swallow...paying hard earned money in rent only to be treated poorly in return. I am not renewing my lease and I look forward to my new landlord who is actually happy to have me as a tenant.

My apartment is great, and the building manager is a good guy, but the main office staff is SUPER rude. When you call them they act as if you're interrupting their Oprah time or something. They'll say they'll call back, but more often just won't bother. Very unresponsive to inquiries regarding rent and so forth. Not only do they not care, simple questions seem to irritate them. They definitely need to clean house and hire more professional people. With all the properties they have, they should be able to afford it.

The apartment I live in is pretty decent. Not with the amenities I wanted, but a great location and price. The problems I have had are that the staff in th eoffice can come off as pretty nasty and uncaring, and the mainenance is stretched SO thin that I waited 3 weeks for my set of keys and afte a month, our name is still not on our mailbox. We have called and called because its very important to actually receive our mail, and nothing is done. The technician guy is doing the work for THREE different places, so its very had to get anything done. Otheriwse, we love our place and can wlak to pretty much anywhere we want.

We were promised improvements on the apartment that weren't completed until three months before lease renewal. We repeated had to make several phone calls before repairs/maintenance was done. Our fire escape door was once board nailed shut, while porch repairs were being done.
