yes, surely also a very worse idea and a catastrophy. but stalin did many other things that had much more worse consequences for millions of people. worse for the environmant. but with not as many consequences like other things that are listed here.

Not only an environmental disaster, though that was one dramatic consequence of Stalin's idiotic idea to turn Kazakhstan into an agricultural paradise. One of the main Russian biological weapon storage facilities was on a FORMER island in the Aral sea; anthrax is buried in drums scattered around the place. Well, guess what: now it's a peninsula, poorly guarded, and was open enough for a western investigative reporter to get right out there a few years ago. Scary stuff, and a VERY bad idea indeed.
